The Care Quality Commission was established in October 2008 and became operational from 1 April 2009. We employ over 2000 staff, in 8 locations (London, Newcastle (Central Processing Centre and National Contact Centre), Nottingham, Bristol, Leeds, Birmingham, Preston). Most of our staff transferred from the former Healthcare Commission, the Commission for Social Care Inspection, and the Mental Health Act Commission. The CAT is a specialist judicial body which decides cases involving competition and economic regulatory issues. The CS is an executive non departmental public body whose purpose is to fund and provide support services to the Tribunal. Support services cover everything necessary to facilitate the Tribunal to carry out its statutory functions and include, for example, provision of administrative staff, finance, accommodation and office equipment.

The Commission is located in Birmingham, and currently comprises the Chairman, 10 Commissioners, and approximately 95 other staff. The Commission’s powers extend to England, Wales and Northern Ireland. The Commission is financed through the Home Office, the Commission’s Sponsoring Department: it has a budget of approximately £7.5m.
The Commission deals with complex matters across a broad range of cases. During its nine years of casework, it has dealt with some of the most serious miscarriages of justice of the last fifty years. At 31 March 2007, the Commission had received 9569 applications for review and had completed 8,822 of them. It had 464 cases under review and an accumulation of a further 283 cases awaiting various stages of review.
The Commission has established a reputation for independence and thoroughness. This is due, in part, to its commitment to service delivery underpinned by professional competence, transparency of processes and decision-making, objectivity, integrity, openness and independence of action.
The managerial strategy reflects this commitment. The Commission is an organisation in which individuals have responsibility for managing their own case portfolios. The calibre of staff is high and the skills base varied, so that there is generally much interaction between Commissioners and staff at all levels. Work routinely makes use of the Commission’s powerful IT systems which provide access to reference materials and case documentation.
