Review of data handling procedures in Government
You will have seen yesterday's news about the loss of data relating to child benefit by HM Revenue and Customs. Paul Gray, the Chairman of HM Revenue and Customs, told the Chancellor and me that he accepts responsibility for what has happened, and is stepping down from his post.
I want to put on record my profound gratitude to Paul Gray for four decades of outstanding service. He has made a major contribution to key Government achievements in economic policy, pensions, disability, and lately in tax administration as head of HMRC, supported by the dedicated and professional staff in that department.
Paul Gray said yesterday in a statement: "Ensuring that our customers and stakeholders can trust how we handle sensitive information is one of our most important responsibilities. Given my overall accountability for the way the Department operates I have concluded that, as a result of the recent failings, it is right for me to decide to stand down".
The Chancellor Alistair Darling told the House of Commons: “Last week Paul told me on his own initiative that, given the seriousness of the operational failing, he felt he should resign. He has now confirmed that intention. I am very grateful to Paul for his huge role in the successful creation of Her Majesty's Revenue and Customs, and for his contribution to the work of government in HM Treasury, DWP and HMRC”.
I understand that many civil servants may be concerned about their own data that may be held by HMRC.
HMRC guidance is that if you have concerns you should remain vigilant and be aware of anybody who contacts you (for example by phone, e-mail, letter, fax or face to face) unexpectedly and asks for personal information or account details irrespective of whatever organisation they claim to represent.
They have also said that customers may want to consider changing any passwords they use, particularly if they use their or their children's personal data.
There is no need to contact your bank or HMRC and all Child Benefit payments will continue to be paid as before. However, if you do wish to speak to someone at HMRC you can call the Child Benefit Helpline on 0845 302 1444 between 8am and 8pm on any day of the week.
HMRC are writing to all customers affected to apologise unreservedly, and to assure them that all efforts are being made to ensure that such a loss can never happen again. Across Government we are all redoubling our efforts to ensure we protect the data we hold on our citizens and will look to you to help in this effort.
