Operational delivery profession in departments

Cross-government Head of the Operational Delivery Profession

Stephen Banyard, HMRC’s acting Director General Personal Tax, is the interim Head of Profession for operational delivery across the Civil Service. A new head of profession will be appointed shortly to build on the progress achieved by the late Lesley Strathie from HMRC.

Stephen’s role as the Head of Profession is to champion the improvement of front line services across the Civil Service and to lead the development of the profession across government.

Departmental heads of profession

Stephen Banyard is supported by a network of heads of profession from each of the four big delivery departments. These have the largest number of delivery staff working within their departments.

These are:

  • Department of Work and Pensions
  • HM Revenue & Customs
  • Ministry of Justice
  • Home Office

The heads of profession collectively aim to:

  • agree the strategic objectives for the development of the profession and a workplan that will support the achievement of these
  • share best practice with operational delivery leads across the UK government and the devolved administrations (DAs) of Scotland, Northern Ireland and Wales.

In the smaller delivery departments, operational delivery champions have been identified. These support the cross-government Head of Profession, Stephen Banyard, individually by:

  • playing a visible role as leaders of the profession within their departments/DAs, taking responsibility for the development and establishment of the profession
  • supporting the delivery of the workplan, as appropriate to their departments/DAs.

Operational delivery profession forum

The operational delivery profession forum is made up of representatives from each of the four big delivery departments as well as HR and Learning and Development (L&D) colleagues.

The operational delivery forum oversees the delivery of the operational delivery profession workplan and is responsible for supporting the development of the profession at an operational level.
