CS Employee Policy was set up on 1 April 2011 as one of the Expert Services under Civil Service HR to rationalise and simplify HR policies across the Civil Service. We provide a professional and specialist service across government departments to develop and maintain the civil service framework of people policies and practice.
We deliver end to end policy development, responsive to strategic centre (Cabinet Office, HM Treasury, Treasury Solicitors) and departmental priorities. Working closely with government departments to develop best in class HR policies, we provide the full policy package including guidance products and support with implementation. We also offer an Expert Advice Service to departments.
We work through a network of Single Points of Contact (SPoCs) in each department who advise on departmental priorities and play an active part in policy design and development. SPoCs also play a key role in advising on an ongoing basis about policy implementation and maintenance issues.
Since April 2011, we have delivered policy packages on Additional Paternity Leave and Agency Workers in response to legislative change. We have also produced HR guidance and supporting products which focus on the HR implications arising from the Olympic and Paralympic Games such as leave and travel disruption. Our priorities for the remainder of 2011/12 include providing Performance Management and Poor Performance policies and products for line managers to use.
