Consultation

On 31 July, the Cabinet Office published proposals for reform of the Civil Service Compensation Scheme terms to take effect from 1 January 2010.  The proposal document, ‘Fairness for All’, was issued to the Civil Service trades unions and to other interested parties and was also made available through the Civil Service website.

Comments were invited on these proposals, to be submitted to Cabinet Office by 5 October 2009.  Over 18,000 civil servants took the opportunity to feed their views back to the Cabinet Office. Based on this consultation exercise the initial proposals were adjusted to take account of the views received.

Cabinet Office published its response to the consultation on 4 December 2009.  The response document summarised the proposals set out in ‘Fairness for All’ and the main issues raised during the consultation.  It contained full details of the revised reforms to the Civil Service Compensation Scheme, together with the Cabinet Office’s comments on the issues raised.

New terms

On 2 February new terms for the Civil Service Compensation Scheme were published.  These reflect the outcome of further discussions with the unions and have been agreed between the Cabinet Office and the FDA, Prospect, the GMB, Unite and the Prison Officers’ Association:

Judicial Review 10th May 2010

The High Court has given its judgement on the Judicial Review taken out by the Public and Commercial Service Union (PCS) in respect of the changes to the terms of the Civil Service Compensation Scheme. The High Court found in favour of the PCS. All Civil Service HR Directors have been told this decision means they cannot use the new compulsory redundancy terms.
