Profile: Robert Arnott

Robert has been spearheading process change and other value for money initiatives in the Home Office for a number of years. Recently, he has developed a range of process improvement projects working with a diverse selection of stakeholders - including Operation QUEST in a number of police forces. The projects are well-known for their delivery of significant performance and productivity improvements through focus on nuts-and-bolts processes, with changes owned by operational staff themselves.

Robert joined the civil service as a direct entrant grade 7, in December 2001, following an earlier career in neurobiology. He has undertaken a range of central jobs in the Home Office, focusing on target-setting, performance and value for money. The Home Office's growing attention to nuts-and-bolts process improvement came directly from preparations, started in summer 2005, for the tighter fiscal environment forecast for the CSR period.
