Leadership in the Civil Service
Great leadership is the key to successful organisations - and ours is no exception. This section outlines our approach to leadership and the processes we have in place to ensure we develop successful leaders.
There are three types of leader within the Civil Service, each with a vital role to play:
- Individual and team leaders, who ensure we each meet our objectives and who manage our partnerships with other institutions.
- Collective leaders, across the organisation or a department, who set direction and drive change.
- Corporate leaders, across the whole Civil Service, who look at the bigger picture - helping us to build our capability and successfully tackle the challenges we face.
Our leadership strategy
We want to create an effective, modern Civil Service. One that provides a world-class service, and is recognised in the UK and abroad as a source of expert policy advice.
We also need to prepare for what's to come, while maintaining continuity. Another key part of our strategy is to understand how we need to change, and who can take us forward.

Developing leaders
The Civil Service Capability Group in the Cabinet Office is responsible for the corporate development of senior leaders, and you will find an outline of the Group's work in this section.
Across the Service, we work hard to develop Senior Civil Servants and invest in a series of leadership programmes to help them realise their potential.
