Corporate Function Board - Terms of reference

CFB has three objectives:

  • To provide CSSB with strategic oversight of the professionalisation agenda
  • To advise CSSB on the quality and opportunities for development of corporate services across government; and
  • To provide mutual support for CFLB members, including sharing knowledge, learning and best practice to improve work of professions across government

Understanding that to do this CFLB needs to:

  • Have knowledge, understanding and an appreciation of each others' roles/functions and approaches so that it can identify areas where "shared learning" and "shared working" is valuable e.g:
    • GLS: changing approach for recruitment and diversity outreach programme
    • Comms: interim staffing service coming soon and investigating a "fast-steam"
    • Finance: new network set up with Permanent Secretaries & e-learning for officials
    • HR: HR academy and succession planning experience
    • IT: CIO Council and IT Academy
    • Procurement: establishing a 'club' for procurement professionals across government based around the Government Procurement Service website
  • Align and support each others' activates to increase the pace of professionalisation
  • Horizon scan so that it identifies and tackles future opportunities and threats
