Civil Service Statistics 2005 annual report

Introduction
This 36th annual edition of Civil Service Statistics presents facts and figures on staffing in the Civil Service as at 1 April 2005.
This web only version of Civil Service Statistics is structured as a living website, in that extra tables and commentary will be added in the near future. Furthermore, the tables are now published in such a way as to allow users the ability to download data for their own analysis requirements.
Where not otherwise indicated, figures refer to staff numbers on a full-time equivalent basis. However, many analyses count individuals on a headcount basis, particularly in the section on diversity.
The Mandate database consists of data collected electronically from departments and agencies. Some departments and agencies are unable to supply data to Mandate for technical reasons, and provide summary tables instead.
The Office for National Statistics expanded its Public Sector Employment Statistics from Quarter 4 2004 (31 December 2004) to include the Civil Service. Those statistics comprise the main National Statistic on Civil Service workforce numbers and should not be directly compared with the details in this publication, which is intended as a deeper look at the characteristics of those in the Civil Service at 1 April 2005. This is because the figures used in this analysis are based on Permanent staff only, whereas the ONS collections include staff on a ‘non-permanent’ basis, ie those staff employed on a casual contract of less than 12 months.
The analysis in this publication relates to Permanent Non-Industrial staff unless otherwise stated.
Note:
HM Courts Service transferred to the Civil Service on 1 April 2005. The figures for these staff are not included in this report as the data was not available at the time of the collection.
