From April 1997 the Government Statistical Service adopted the boundaries of the Government Offices for the Regions as the standard basis for regional analyses.

Chart 8 shows the changes in distribution of staff by Government Office Region. Chart 9 shows the distribution of staff by Government Office Region. Details for individual departments are shown in Table D.

There are now less than 17 per cent of all permanent civil servants (FTE) working in London, and over 70 per cent outside London and the South East.

The regional distribution of civil servants has not changed notably over the 7-year period. The greatest increase in share was in the North East region. The proportion increased from 5.2 per cent in April 1997 to 6.8 per cent in April 2004, a rise of 1.6 per cent.

Table D shows the regional distribution of staff in April 2004. Over the last 7 years the proportion of civil servants in Scotland remains at 9.3 per cent of the Civil Service. In Wales the share of Civil Service staff increased to 6.4 per cent.
