Employee Engagement

Why is employee engagement so important to the Civil Service?

Being engaged is more than just being satisfied or motivated. Engaged employees have a sense of personal attachment to their work and their organisation. This means they want to give their best to help it succeed.

  • Our Employee Engagement programme’s core objectives are:

  • to improve the performance and well-being of civil servants
  • to improve their experience of work
  • to continuously improve the quality of Civil Service leadership.

The People Survey

To measure employee engagement Civil Service-wide, we’re conducting the People Survey.

This is the largest employee engagement study ever conducted in the UK, covering over half a million civil servants across 95 departments and agencies.

The People Survey will:

  • reduce the combined cost of staff surveys across government
  • target improvements to departmental performance
  • allow benchmarking levels on employee engagement both across and within departments and agencies
  • provide a focus on what drives civil servants to achieve their full potential and empower leaders to deliver change accordingly.

The results from the first People Survey will be available in early 2010. From these results we’ll develop and implement action plans to raise existing engagement levels.

Employee engagement

‘The Civil Service faces unprecedented challenges tackling complex policy issues every day. In order to meet these challenges we must harness the talents of all our staff to the full.’

‘Our employee engagement programme enables us to do this by understanding and improving civil servants’ experience of work, helping to ensure that they have access to the opportunities they need to achieve success in their roles.’

‘This, in turn, supports our drive to deliver improved public services and better outcomes for citizens.’

Sir Gus O’Donnell, Head of the Civil Service
